I played one (SLP) and found it ergonomically impossible. My 182 fits me well but has the lack of punch in the low range that you mentioned.
However, there are some older MW rotary F tubas out there, and it may be one of those he has been offered; if the original poster has never played a rotary F tuba...he needs to see how much work he would need to do to get the low C and thereabouts to sound the way he wants them to.
