One thing to try is to make sure that you are not forcing air in the lower register. Relax and use a slow airstream. I had this problem with my MW 32, when I stopped forcing the low end opened up nicely.

If you have a rotary valve horn check if the valves are lining up (unscrew the back plate on the valve and check if the knotches on the bearing line up with the knotches on the bearing casings.

If you have a piston horn, check and see if the corks and felts under the top valve cap are intact and not too worn (or for that matter exist).
