I have been working on this piece with a student and have found one technique that is particularly helpful. It was introduced to me through Roger Bobo's book, "Mastering the Tuba," and I've sort of expanded on the idea. For the sections with wide leaps (first movement, end of fourth, etc.), displace the pitches either down or up an octave so that the musical line is condensed into a span of one octave. Learn the pitches that way, and practice each phrase (say, four measures at a time) with a metronome starting very slowly. After mastering the condensed line, practice the phrase by restoring one note at a time to the original octave. Don't restore a new note until you can play through the phrase three times perfectly in a row!! This may seem a little tedious, but it is the fastest way I know to learn a piece that jumps around a lot.
