Don't play ("lip-sync"/pantomime/whatever) for the next few weeks up to the Christmas concert. Put him on the spot.
If you don't think your band director would particularly approve of this, ask you parents if they are in favor of you taking a "doctor's note" (sore lip/tooth, etc.) to school. If neither your parents nor your band director approve of this plan to force your stand mate to produce, just deal with it the best you can.
