Two things:
1). Use a swimming pool to find the air leaks. Cap the lead pipe and insert bell first. Do not put it in the deep end of the pool for obvious reasons.

2). The lead pipe might be too short. I recall that Yamaha switched lead pipe styles on the YBB-641 some years ago, which led to intonation issues when the lead pipes on the older models were replaced with the newer part. I do not know whether this has been an issue on other makes or models.
