Call Custom Music and get their tuba catalog. They have one that shows pictures of the B&S factory. It isn't a complete presentation of making a horn, but it fills in a few interesting gaps.
Then visit Carl Kleinsteuber's web page. It's in the Musician's section of this site. He has an article about making his own F tuba from leftover parts. But it didn't make his own bell or bottom bow. That's the gap that's partially filled by the B&S pictures.
Hint: It's hard.
