Many tuba players use a chamois on their leg. The best kind are the synthetic ones with small holes in them. I find the "Turtle Wax" brand works best. You can usually find them at your local auto parts store or even most grocery stores. They always come folded in thirds- just cut the chamois into 3 strips and use one at a time. Some players then fold that strip and place in on their leg and find that suffiecient. I have always wrapped part of it under my leg on the outside and let in drape over my leg on the inside.
