First of all: Both are very fine tubas!

The main bore is the same, .689, on both models.

The 983 has a narrower bell. And due to the longer leadpipe with a slower increase of bore it has a more resistant feel with a lighter sound.

The more open feel and the larger/darker sound made me choose the 981, which I have not regretted, as it is what I was, and still am, after.
