Most rotors are CAST (Notice the appearance on the surfaces of the air passages on most rotors.) and then machined. A very highly-skilled tech can machine a new stem for a rotor, but the person doing the work must be the best-of-the-best. Actually a REALLY highly skilled, versatile, and clever machinist could do this work, provided the valve BODIES still rotate in their casings.

The lack of attention to detail indicated in buffing tone hole surfaces off level would not reflect well, although in this case the buffing guy really would not be involved at all in the repair work.
