The answer really depends on how serious she is. If there is a possibility that she will major in euphonium in college she should get a silver plated, compensating, 3+1 valve, large bore horn which will carry her through. In her price range she could get a Besson Sovereign, although in silver plate it would be just above the top end of her range. The Yamaha 642 is another great horn which would be just above her price range, and then there are the Willsons or Hirsbrunners which would be significantly above her price range, unless you can find them used. Check with the major brass dealers (look in the links from the Tubenet main page) to see what they may have used which would fit the bill.

If she doesn't think that she will major in music, there are many non-compensating horns which would serve her quite nicely. I think that the Yamaha YEP 321 is a great horn for the money, around $1600 new, for someone who is/will be a hobby player. Talk to her teacher and the major brass dealers to get their suggestions.
