It's been remarked to me that the best way to feel confident about a high range is to 1: feel like you're above the notes... I can't really explain this, but it works 2: don't think of the notes as high. As soon as you do, you're dead (this from a principle trumpet player in a major symphony orchestra, but I won't mention names). What works best for me to actually reach the high notes is to arpeggiate (like from an e in the staff to a g# to a b to an e above the staff and back down again) continuously for about four or five times (perfectly) then go up a half step. It also helps to have an Eb or F tuba (I prefer F). The more you work at it, the easier it becomes and you'll soon hit that super high Bb in Symphony Fantastique... just don't hurt yourself doing it :-)
