I have a great old conn that had the same problem when I got it. It turned out to be a slide brace that fell in the horn during assembly and was lodged in the tubing. Check for obstruction by rolling a properly sized ball bearing through the third valve tubing.
The mind blower was that my horn hadn't played right for the 40 odd years of it's existance!
