Sounds like what has been referred to as the "Grand Orchestral." They don't list a simlar tuba in any of the Conn catalogs that I have from the 1930s or later. I saw a Conn tuba fitting this description sell within the past 6 months on "that auction service" for around $2500. Depending on condition I would estimate its value at between $2000 - $3500.
