I've played the Lebedev in different settings, and I agree--it is a very good piece of music, lots of variety, and I think a high school player could do it. I don't think it has any arrangements of the accompaniment out there that I'm aware of. A friend of mine who's a composition major is arranging the accompaniment for orchestra because one of the local high school players is playing it with the youth symphony.
Another good one might be the Ewazen Concerto. My impression of this piece is that it's not as hard as it sounds, and I like it. I heard John Tuinstra play it in a recital he gave out here at Wichita State, and I liked the way it sounded a lot.
Any other ideas?
