I'm surprised no one's mentioned Rex Martin, yet. I've seen him play it in a solo recital and in an orchestra when he played 2nd tuba in Zurich with the Tonhalle last year. Great sound!
And yes, most British players play Eb in orchestras. The player that stands out most to me being Patrick Harrild in the London Philharmonic.
Another guy I've seen use Eb quite well is Simon Stiles of the Tonhalle Orchestra in Zurich.
