stuffy meinl

I recently switched from a st. petersburg to a C meinl weston. i don't know what model it is, it's a tall tuba, with the mail tuning slide almost lower than the bottom bow, and four rotary valves. the meinl recently arrived from the shop, after being comletely overhauled. however, the lower register is stuffy, and it is very difficult to get the horn to respond to quick leaps downward, or fast passages in the lower octaves. is this common on a meinl, or is it just an adjustment period? if anyone knows what the model of the horn is, i would appreciate it.
