It has been estimated that only about 3% of the population of the US goes to symphony concerts. If only 3% of the population regularly attends this form of entertainment/art, I'm not sure that a democratic process will ever give it any due. Look around and you will see that democratic governments builds sporting venues, because that is what the people want. Art is and always has been paid for by people of extensive education. Even the most popular symphonic music is listened to by only a small fraction of our population. It is elitist, but is an elitism of meritocracy. It is available to people of all social strata, even if only a very few choose to appreciate it.
