To cover your second question first I think it would be great to have an Eb player cover the baritone/euphonium part, this will help to cover more of the bottom end parts and balance out the sound. As for the first part have you or any of the other tuba players considered switching to euphonium? Remember community band for the most part is to involve the community as much as you can. I have seen some where they try to audition for parts and try to eliminate other for one reason or another and what they end up with is a band that not many people wish to belong to. This is especially true if it is a volunteer organization.
