Is the actual stem that comes from the rotor broken off? If so, then you have a much bigger problem than just a broken stop arm. If that is the case then you have two options:

1. Buy a new rotor and have it lapped in by a good repairman or,
2. Find a GREAT repairman that has a lot of experience in working with rotors. He (or she) will drill out the remaining stub of the rotor shaft, make a new shaft out of stock brass, thread both the new shaft and the rotor, silver solder the shaft to the rotor once it is screwed into place and properly aligned.

The second solution is quicker in that you won't have to wait for a new rotor to arrive, and might even be less expensive. But, make sure that the repairman knows exactly what he is doing. If not, you can wind up with a real mess on your hands. The key to making this work is that the stub must be drilled out perfectly straight. If the repairman doesn't have a drill press with a vice, run away as fast as you can!
