It's far easier to identify a bad tuba: bad intonation and plays like a pig. A good tuba has a decent or "fat" low register, then still holds the notes in place as you go up higher. The high range doesn't go *flat* on you or *cut you off* at some point, such as the high D. The notes all feel and sound somewhat the same. No "surprise" bad notes. Matters of projection begin to become a matter of preference. An instrument played in tune will project better than one that doesn't play in tune, regardless.
