In my humble and unexpert opinion, you stand a much better chance of getting a good horn if you leave it in its original key. Eb tubas seem to impose too fast a taper when made into F tubas. My own hack job works okay except for the low register (D below the staff and lower), which sounds like a hosephone. The upper register sounds pretty good, but it would have sounded just as good as an Eb.

And pro-quality Eb's, if that's what you end up with, seem to be making a comeback.
