Inspiration was a brand name that I have seen used by Lyon & Healy. Lyon & Healy claims to have made some of their own brass instruments (I have a 1917 catalog showing what they claim to be their factory in production), but for the most part they were a dealer in imported and domestic stencil horns. I remember one person saying that at least some of their tubas were made by York. This horn is a pretty generic design that looks like Conn, Holton, York, and Buescher tubas that I have seen. I'd say your guess of York is a good possibility.
