If this is a very old horn, first try extremely hot water--attach a rubber hose to the draincock of your water heater and give the horn a good dousing. This may be all that is required.

Failing that, when it comes to nitrocellulose or epoxy-based lacquers, I've found the water-based products like "Safest Strip" are pretty much worthless. You need some good old wear-gloves-and-eye-protection-and-keep-it-off-your-skin methyl chloride-based stripper, like Bix Tough Job. Ferree's offers a similar product.

...and if youre dealing with the old King orange lacquer, some nuclear ordinance would probably help...
