Last year, my masters audition:

Penderecki- Capriccio
Snedecor-Low Etude (don't remember which one)
Excerpts:
Ride, Bydlo, Meistersinger, Fountains, and Prok. 5

I applied to one school, and was accepted.

I think that one can play just about anything, as long as it demonstrates good musicality, and demonstrates the fact that you can indeed play the tuba well. Bottom line, only play something that you can sound fantastic on. Leave the unpolished stuff at home. This will get you accepted almost anywhere.
One important thing to note, is that this should be taken very seriously. You will be potentially spending a good deal of time at the institution, and would certainly want to feel like it's "the" place for you. This comes down to location.. etc.. Make sure you do your research on each school, and definitely grab a lesson with the teacher before you audition. This can save you a lot of money, when it comes time to apply.

Best of luck!
