The "1782" date is proudly displayed by Alexander, indicating that they are the oldest brass manufacturer in Germany. The "Kgl." abbreviation for "Royal" in German, would indicate that the instrument was made before the end of WWI, when Kaiser Wilhelm II's reign ended.
Although the healthy-looking instrument there might be in an unusual key, it is most likely a C instrument, as the European pitch would tend to be higher than ours, and as many Alexanders tend to have a large bore valve section and leadpipe, this is compensated for by a shorter overall length.
I would guess that the instrument was made between 1890 and 1914.
