I agree that the band director should have done exactly what you said. The point of a half-time show is not to be socially meaningful or educational, the point is to keep the crowd from getting bored during half-time. The director took himself and his role too seriously, with the result that people in the stands took him more seriously than he expected.
If you want do something of social significance, there are other venues. But, again, I wonder if the typical high-school band has the historical chops to attempt a commentary on an historical subject.
