If you feel there is something inappropriate going on, and both individuals are your friends, I think you should talk with them. While it may be uncomfortable, it doesn't represent slander. Especially if you think this situation is having a negative effect on either party, if they are friends you should say something to them directly.
I like to go by the "5 year rule" ... what will you think looking back 5 years from now? It probably won't be a very god feeling if you look back and see you could've confronted the situation but didn't, and something bad happened. On the other hand, by addressing the individuals involved rather than "reporting it" I feel that while it may create some discomfort, this is an appropriate course.
