For the same pitches, you are farther up in the harmonic series on BBb or CC tuba than on Eb or F tuba. So the slots are closer together, and it's easier to miss the one you're going after (the same thing that makes French horn difficult to play.) So you might need better technique to play the same note on a lower-pitched tuba. I think it can be overcome by practice, though, because there are plenty of people out there who can play high well on BBb and CC tubas.
