It depends on who is running the concert. I did an arrangment of We Wish You A Merry TubaChristmas years ago before book two came out with it in (my arrangment is much better BTW). I always thought ending the gig with Come Sweet Death sort of put a damper on the whole mood. Anyway, we played it at the Lancaster & Reading PA tubachristmas gigs for many years until book two came out and my former prof retired and gave up the gig. We printed it out on marching band sized stiff stock and it worked very well. So it would be up to whomever runs the gig. There could possibly be a problem with Little Drummer Boy in that I don't think it is public domain and unless you have permission to arrange it you would be in violation of copyright law. Would anyone care or do anything about it? probably not but you never know.
