I am delighted with my Rode stereo mike that I paid $325 for; if you can go direct from a good mike like that to your computer and write to your hard drive, you might be able to stay in that $400 range. I also bought a CD writer and a Blue Tube pre-amp, for $350 and $130 respectively. Way better sound quality than what I was getting with a MD and an AT822 mike. But people's ears vary....I made dual recordings of a concert, and to my ears the direct-to-CD was obviously highly superior in sound quality, but the person doing the CD production phase chose to use the far-lesser-quality MD recording because the extraneous noise on it was less. (Of COURSE the extraneous noise on it was less, because it didn't record as well!!)
