If you are a player who needs to change the angle for high/low range, leaning forward makes the high notes easier. Leaning the tuba towards you makes the low notes easier.
It definitely works for me. Mid-range is in the middle, too; it is a pretty straight response curve for me. Not for everyone...your mileage may vary. Leaning the tuba towards me frees up my lower lip to vibrate on the low notes; leaning forward gets the pressure off my upper lip, which works on the high notes. It probably depends on whether your are an up- or down-blower, how this works for you, of if it makes a difference.
