You describe exactly what works for me on horn. On tuba, I have not paid any attention, literally, because I think it must have transferred over w/o thinking about it.
For soft entrances, more and more I am using a breath attack. It ensures that the embouchure is absolutely correct. For very low notes, I find I still have to sort of "punch" the air a little bit to get the lips to flap. This can still be done w/o the tongue at all ("Boe" instead of "Toe") Obviously, everyone's mileage may vary. Just presenting different ideas.
