of T.U.B.A. is for college tuba teachers who are buddies with each other to help each other "get published" (at least) "somewhere", and the reason the name was changed to I.T.E.A. is for those same people to feel "more dignified" and "professor-like" about it.
I can see no other real purpose in that Journal.
