I work at a brass repair shop and we use Phosphoric Acid to Chem-clean our instruments. Some trumpet player friends of mine use a vinegar/water mix in the bathtub, but with a tuba you would have to be sure of getting all of the acid out of the horn. In my opinion (although I clean mine for free at the shop), I would recommend paying the money to have a trained professional to do it unless you can be sure to thoroughly clean it yourself with a chemical you know will not damage your instrument.
