Find out what is wrong with it! Are there solder blobs or burrs in the slide? Especially at the ferrules. Remove the rotor and feel around the ports of the casing. Any burrs or solder blobs there? There are plenty of .770 bore rotory tubas that blow freely. And I've played some stuffy .835 bore horns. Will a bigger valve help or is it a little more attention to detail when it is installed, that makes for a freer blowing 5th valve? I've improved many a response just by cleaning up some sins. Do a little investigation first.
