I agree with Jay - the Torchinsky books are the best way to start. You will get 90% of the excerpts you will ever need plus great advice and commentary. You will not, however, get some other critical ones such as: Sensemaya, The Planets, American in Paris, Pictures, Bartok Concerto and Miraculaous Mandarin, Hindemith Symphonic Metamorphosis, Wagner Dragon solos (and other many other parts from the Ring), Fountains of Rome, Nielsen symphonies, etc. A lot of these are must haves. As an example, look at the Seattle list- there are 5 required excerpts (out of 15) that are not in the Torchinsky books. For these, Kalmus is your best bet. Remember that Kalmus parts are indeed parts - not excerpts. They simply publish complete parts for music that is available in the public domain. Some things are simply not available and the best (legal) way to obtain these is to get the score and copy out the part yourself.
