Many people who have this problem do not have air pressure built up behind their toungue.
Their problem is that they first toungue and THEN blow, which is wrong.
Your toungue should ALREADY be HOLDING BACK pressurized air (The pressure will vary, depending on the music.) and when you toungue, you simple RELEASE the air that was already BEHIND the toungue trying to escape though your lips and into the tuba.
Try it. Your symptoms strongly indicate to me that this is exactly the problem.
