Joe,
I try not to make blanket statements. The old Rudolf Meinl F tubas were as squirrely as any other German F tuba, and Rudy Jr. himself discouraged me from buying one of them, saying that the intonation, etc., was nowhere near as good as the graduated-bore 6-valve horn he calls the Export model II. I consider that F tuba, and the Meinl Weston Hilgers model F tuba, to be two of the finest F's made. My $.02 worth.
