I am going to assume that you didn't ask the question because you are stupid but you asked because either the cap is stuck or you don't know. The unscrewing cap is on the bottom of the valve. If it is stuck you need a special pair of pliers with padded jaws to get it unscrewed without a lot of scarring. Once you get the cap off, put a drop of oil on the very center (it moves if you press the lever) and then without pressing the valve lever, pull the valve slide. This pulls the oil in to the bearing. This will not, however, oil the rotor. That is done, most simply, by pouring oil in to the valve slides and wiggling the levers to distribute it.
