I was trying tubas at Dillon Music in Woodbridge, NJ yesterday and they have several tubas that might meet your criteria. They have a used Miraphone 186 for a little over $4000 that played very well, and some new Meinl Weston 2145's and Conn 52J's which sell in the upper end of your price range.
