Use a good sturdy box, and lots of peanuts. Reinforce the top and the bottom with extra cardboard and brace the tuba in the box with extra cardboard so it won't shift position. Label the box appropriately (this side up, do not stack, etc.).

Some outfits can fill the box with low-density foam around the horn (which is wrapped in plastic). This is probably the ultimate in cardboard box shipping.

A wooden crate made up of 1/4" plywood and 1x3 pine is also good, but drastically adds to the weight of the package and the shipping expense.
