There are a few excercises you can do to help your problem.
Just using the mouthpiece, try some buzzing excercises.
Put a finger partially over the end of the mouthpiece and
buzz any note (prefferebly a lower note seeing thats what your
having the trouble with), Just try buzzing even quarters with
as much articulation as you can. Then move to sixteenths and
thirty-seconds. After that put your mouthpiece back in the horn
and try the same excercise. If that doesn't help then find
another tuba player or someone that plays a similar valved
instrument (trumpet, euphonium...) and have them play the
fingerings to a song. With them on the fingerings all you
have to worry about it the articculation and lip tightness.
