I've heard some say playing a trombone duet with the second part dropped an octave might sound acceptable, but I don't know if that's "legal" according to the rules. Also, you have to look out for places where the two parts are playing parallel thirds, as the second part dropped the octave might not work in these passages and might have to be played as written for a reasonable result. In this case, you have to be aware of the range implications for the tuba.
