Get your self a flag so small, that it at most can reach the perimeter of the sousa bell with its 4 corners. The upper left corner of your national flag after all carries some extraordinary significance within the world of flags. So it should not be bent around the bell rim.

Loose wowen cotton to be preferred, even if this normally is considered low quality. Silk or tightly wowen artificial fabrics less attractive. Paper, cardboard, or plastic sheets undesirable.

Mount a strong textile type elastic band quite tightly around the outer bell throat (a simple string of sufficient strenght might do the job even better).

Mount the flag with strings from each corner running to the string around the outsite throat.

Might acoustically be more attractive than a full bell cover. This would be my own approach.
