If this is a self-adhesive sticker, rather than a water decal, use plain old lighter fluid (naphtha), like used in Zippo lighters. Lighter fluid will dissolve most common tape adhesives and very little else. Plus it evaporates without a trace. Let it soak a while, as it will not soften the adhesive instantly.
