I would recommend trying the West Coast Music Service. They only sell band recordings and have a huge online catalog. Be warned though, band cd's can get quite expensive. I don't believe they have a recording of the Rakowski or the Marine Band cd's you are looking for, but it doesn't hurt to ask them if they can find one for you. They also have a recording of the Wilhelm Tuba Concerto played by Jens Bjorn-Larsen with the Danish Concert Band which I highly recommend. There are a few other tuba works in there catalog as well.
