I'd strongly suggest your Band director request a bid from Low Brass Werks
for either/or MW25's and Mirafone 186's. Either horn would be eminently
suitable for you students (after all many of the older listers on this BBS
used the very same model school-owned horns when THEY were in HS and College.)
OF COURSE there are several other dealers who support this list (like Baltimore
Brass, Dillon's, and BrassWind) who could also competitively bid to meet your
needs, I just suggest LBW because its practically in my backyard and I know
there's a half-dozen EXCELLENT 186s there right now!
As I recall, he handles the MW horns too, sat next to a guy in a band last night
who bought a MW25 from Tony (the owner of LBW) and the horn sounded great!
f.w.i.w. I'd stay away from the VMI-type "budget" horns. I own a PT4P which plays
great, but even though the PT horns are supposed to be the premier of the VMI line,
the way it is built makes me wonder what their "budget" tubas would be like!
As far as the knock-off horns from China, I'd recommend buying used horns for the same money before your school even CONSIDER the current Sanders-type horns.
