I'd probably say CC if you have a small enough CC. I think the fingerings are much easier on a CC tuba. I think the big test for an F would be the beginning of the second movement throught the low section where the trumpets enter. Also see if the melody on the first page of the third movement is clear. If these sections can be played well, I'd go ahead and play it on F. I've played it on my 822, and it worked great.
