When my brother was soundproofing his basement for his garage band he/they used old peices of carpet. They hung them on the walls and ceiling in front of styrofoam isnulation...like was suggested earlier.. but the really cool thing is that they went dumpster diving for almost all their carpet... they also kept a lookout for old houses being refurbed and offered to go and pull it up for free if they could have it.. the really cool part about it when you get done with it you can just throw it away..

It took them about 2 weeks to round up the materials and they spent less than 100 dollars to sound proof a 20X30 room.

For what its worth they usually ran anywhere from 250 watt PA's to somewhere in the neighborhood of an 8K watt PA... and no one ever complained around them.
