I am not sure what this quote refers to, but strategic and tactical are two different ways of looking at military operations. Tactical refers to the short term gains of a battle. Strategic refers to the long term goals of an operation. For example, if you are a pompous jerk who is belittling to your colleagues in a selfish effort to promote yourself, then you may win some tactical gigs. But this would be a strategic blunder as your reputation would eventually cause you greater losses. I feel better now.

For a more musical explanation. Spending most of your practice time on multiple tonguing only, may yield tactical victories in fast playing, but may cause you to neglect the balance needed to reach the long term goals you are after. Your strategy has to take into account the big picture.

By choosing the biggest mouthpiece possible made from a block of lead which is not shaven down and has the backbore drilled out as far as possible and welding 30 pounds of steel to your horn and blowing as much air as your lungs can possibly evacuate in the shortest possible amount of time may give you the "big sound" you are after. It will also detract from the balanced approach needed to reach the strategic end that the "big sound" was sought for in the first place.

Once you start to get a better picture of what the real end goal is, the pieces needed to get there should become more subservient to that mission.

Try to mold these pieces to fit a desired end product, instead of disfiguring the end product to fit the egotistical pieces as they come.
